Carlos R. Muñoz is an associate attorney in our Philadelphia office. His practice focuses on asylum, removal cases (including removal cases in detention settings), and complex legal arguments involving the intersection of immigration and criminal law (“Crimmigration”) He has 10 years of experience litigating removal cases before the U.S. Immigration Courts, the Board of Immigration Appeals and the Third Circuit Court of Appeals. In addition to his litigation practice, Mr. Munoz also represents clients before USCIS and other DHS sub-agencies in a variety of matters such as family-based and humanitarian based immigrant petitions, naturalization, and waivers of inadmissibility. In addition, he represents unaccompanied children in family court in New Jersey to help them obtain Special Immigrant Juvenile (“SIJ”) Predicate Orders.
Carlos has spent his entire 20+ year career working in the law. Prior to attaining his law degree, he worked as a paralegal in various capacities, finding his calling at the AIDS Law Project of Pennsylvania a non-profit public interest law firm, where he represented clients in social security and public benefit issues, housing issues and resolution of criminal matters. He earned his J.D. at Temple University’s Beasley School of Law Evening Division, where he completed the Trial Advocacy Program and interned at the New Jersey Office of the Public Defender in consecutive semesters, while gaining invaluable experience working full-time for Judge Lisa M. Rau of the Philadelphia Court of Common Pleas for 4 years.
Since attaining his law degree in 2014, Carlos has worked exclusively as an immigration attorney, beginning at the Nationalities Service Center (NSC) from 2015 to 2019, where he represented clients whose cases were before USCIS and Consular Posts all over the world, as well as spearheading the Immigrant Justice Program at NSC where he represented immigrant detainees before Immigration Court inside the York County Prison. From 2019 to 2021 Carlos worked at Sachs Law Group where he continued to represent clients in all immigration matters including federal litigation before the Third Circuit Court of Appeals and New Jersey District Court. From 2021 to 2023 Carlos continued representing clients as a Senior Associate at DeCosmo Law, where the bulk of his clients were before the Newark Immigration Court. Carlos is excited to return to Philadelphia at Solow, Hartnett & Galvan where he will continue to represent clients before USCIS, in immigration court and wherever their case requires.

My Immigrant Story:
I was born in Chile. When I was 6 years old, I immigrated with my family to the United States. My family and I have been through the U.S. immigration process, and I understand first-hand some of the difficulties that immigrants experience. I have always strived to represent people in a way that empowers and informs them, enabling clients to make the best choices for themselves with a full understanding of their legal situation.
